Recruitment of Indian Female Workers (ECR Passport Holders) through eMigrate System
This guide outlines the step-by-step process for recruiting Indian female workers holding ECR passports for employment in the UAE through the eMigrate portal.
1. Employer Registration on eMigrate
Before Registration:
β Check Job Designation & Minimum Wage Criteria
β Download the Minimum Referral Wage (MRW) PDF from:

Registration Steps:
- 1.Visit www.emigrate.gov.in
- 2.Click "Employer Registration"
- 3.Download the Request Letter (Choose the correct form):
- Fill the form and keep it ready for upload
- Click "Apply for Registration" and complete the online form with:
- Company name, Trade License/Emirates ID
- Country (UAE), Jurisdiction (Consulate General of India)
- Registration & expiry dates
- Company email & captcha verification
- Verify OTP sent to your email
- Fill Organization Details (business type, workforce details)
- Provide Operational & Incorporation Office details
- Submit Authorized Signatory details

2. Visa Attestation Process
Documents to Submit at IVS Global, Dubai
π Address: 201 & 202, Business Atrium, Oud Metha Metro Station, Dubai

π Required Documents:
- No-relationship Affidavit (for Indian families)
- Refundable Security Deposit of AED 9,200 (for all nationalities)
- Visa copy of employee & employer
- Passport copies of employee & employer
- Offer Letter (from MOHRE/Free Zone/Sponsor-signed for housemaids)
- Employer Registration Acknowledgement Letter
π After attestation:
- An Employment Contract will be generated via eMigrate
- The contract + attested visa will be sent to the employee for POE clearance
3. Protector of Emigrants (POE) Clearance
Steps to Generate Employment Contract:
- 1.Log in to eMigrate
- 2.Go to Services > Direct Recruitment
- 3.Enter job details & upload documents (Quota/Visa copy)
- 4.Save & Next β Receive Job Code/ID
- 5.Go to Services > Generate Individual Employment Contract
- 6.Select "Direct" option (for consulate-attested visas)
- 7.Enter Passport No. & Job ID
- 8.Generate, sign, and send to the employee
Pravasi Bhartiya Bima Yojana (PBBY) Insurance:
Emigration Clearance Process:
- 1.Fill Emigrant Registration Form (Passport, Visa, Insurance, Travel details)
- 2.Upload:
- Signed Employment Contract
- Employeeβs photo
- Insurance policy
- 3.Pay clearance fee (online/SBI branch)
- 4.Track status & download clearance (EN No. generated)

4. Interviews (Entry & Exit/Vacation)
Entry Interview (Within 2 Weeks of Arrival)
π Where: CGI Dubai (Sunday-Thursday, 2:00 PM - 3:30 PM)
π Documents Required:
- 1.Entry Form (Annexure-I)
- 2.Security Deposit Receipt (AED 9,200)
- 3.Sponsorβs Passport Copy (or Trade License for companies)
- 4.Employeeβs Passport Copy
- 5.Employment Visa with Entry Stamp
Vacation/Exit Interview (Before Departure)
π Documents Required:
- 1.Vacation/Exit Form (Annexure-II)
- 2.Sponsorβs Request Letter (for refund)
- 3.Salary Proof (Bank statements/exchange receipts)
- 4.Visa Cancellation Paper (if exiting)
- 5.Return/One-way Ticket Copy
β Important Notes for Employers:
- Minimum Salary: AED 1,100/month (with AED 900-1,000 transferred to India)
- Provide phone + prepaid SIM to the worker
- Monitor purchases (gold/electronics bills must be shown at exit)
- No refund if dues are unpaid
5. Refund of Security Deposit (AED 9,200)
Conditions for Refund:

All dues must be cleared

- 2.Sponsorβs Request Letter
- 3.Passport Copies (Sponsor + Employee)
- 4.3 Copies of Security Deposit Receipt
- 6.Visa Cancellation + Exit Stamp
π For Companies: Additional documents include:
- Company request letter (with seal & signature)
- Trade License Copy
- Authorization Letter (if refund collected by a representative)
β Important Notes
- For recruitment via agencies, use only approved agencies (NORKA Roots, ODEPC, OMCL, etc.)
- AED 9,200 deposit is waived if hiring through these agencies
- Nurses can only be recruited via registered agencies
